TRAI has revised its rules for unsolicited commercial communications, giving telecom operators a framework to identify suspected spam numbers and take action against repeat offenders. The changes introduce specific requirements for Application-to-Person calls, including number declaration by entities using automated calling systems. Undeclared A2P calls will count as unsolicited commercial communication, while eligible A2P calls can attract a termination charge of up to 5 paise per minute. The framework also adds consumer appeals and restrictions on call-management applications handling designated numbers.
